If this game wanted to be a perfect 10 in my book, I think this is the only content-related constructive criticism I'd throw at it. Being able to hit up an arcade or go bowling, while more of a momentary distraction than core gameplay, does serve to make the world feel more real, as do things like RDR2's random events (kidnapped woman, ku-klux-klan rallies, etc). That being said, if Cyberpunk 2077 were the ideal best perfect version of itself, I think it would have more in the way of side activities and random events in the open world, for sure. I think the fact that all the points of interest are spooged onto the map from the get-go makes people feel like the world is emptier than it is, because unless you ignore those icons and just roam it feels like you're not discovering things quite so much.

Exploration is super rewarding imo, I've been having a blast riding around the city doing random activities as I come across them. I agree with the rest, but the world doesn't feel empty to me at all.

I am not sure if I've even seen them driving at all. Police will never ever chase you in their car if you drive away. I guess it could never live up to the hype it created for itself but as stated by the OP the ai and police system is veeeery bad. Maybe it's my fault for not shutting myself off from all the promotional material they put out in 2-3 years but despite it's strengths I can't say that I'm not disappointed by how empty and basic Night City is given how much they talked it up. From there you get a few dialogue options sprinkled in based on your lifepath but they don't really add much. Thought we'd get at least 2-3 hours of missions during the lifepath prologue but it was closer to 10 mins. They also made a trailer for the starting lifepaths you get to choose which made me excited about it. People shit on FO4's "yes, sarcastic yes, no (yes), maybe later (yes)" dialogue tree but a lot of times in this game we get "yes and.yes." Literally two options to pick from that will obviously lead to the same thing. Story is great so far but I'm disappointed at the lack of dialogue options we get to play out how our V acts. Breaks the immersion of the whole "me vs the evil authority" vibe the game's story is going for. Also the NCPD is painted as corrupt and evil but here I am running around doing errands for them.

Something from a yearly Ubisoft open world or Destiny 2. You go to a place and have a 3 minute shootout with a gang. At least from what I can tell it's all procedurally generated busywork. I also got a bit of a problem with the NCPD side missions. It is an empty world but I still have fun just driving around the city, especially in a time like this with the pandemic. Pull up photo mode and you can make a wallpaper/lockscreen worthy screen cap almost every time. But to add, Night City's visual and art design is top notch though.
